An IVA for someone with Alzheimer's?

Hi, don't know if anyone will be able to help with this but thanks in advance if you can.

My father has been diagnosed with Alzhiemer's and has lots of debts. His business went into receivership but he had taken out personal loans, borrowed on lots of credit cards etc etc. He now can't remember all of his creditors although he got in touch with CCCS and was paying £1/month to some of them (his only income now is his private pension). My understanding is that arranging to pay a small amount to creditors is ok as a temporary arrangement and in fact some of them keep writing to him asking for him to pay off the debts in full.

From what I've read, to get an IVA, you need 75% of your creditors to go along with it. But we can't work out who all the creditors are and he doesn't appear to have any of the paperwork. Can you take out an IVA and get the creditors to make themselves known? As my father has almost no income there is zero chance of him ever paying off all these debts.

I get that he could be declared bankrupt but then I presume he would lose his flat? (completely mortgaged and I'm not sure if he has any kind of mortgage insurance).
